It's clear that TPCi, due to consulting with the previous party dubbing it, tried to homogenize everything in-house as well. No actual distinction that Kanto was and still is Japan in the anime, despite the games HEAVILY leaning on that. Not that I expect everyone in Unova talking like Bugs Bunny, but I'd have tolerated it on Hilda.
