Drill Run had only 5 more power and 5% less accuracy, whereas Stomping Tantrum doubles in power when or if Stone Edge misses. Also Drill Run doesn't score any KOs that ST doesn't

Its all a matter on how good it does. If it ends up being too good in RU, it gets banned. Not a matter of it being good in UU at all.

Only the event Own Tempo Rockruff can evolve into it. It's basically treated as a separate species by the game code.
