because it was a cringey and pointless

pikachu never spoke fluent english like meowth, and even if ash just "understands" him at that moment it's still very anticlimactic, completely ruined the entire build up to an emotional scene

Pikachu could always talk. The thing is, it talks with it's own voice and body language, which Ash could understand at that moment.
It's just rendered as our language for the benefit of the audience, due to the limitations of the anime medium. It's the same reason why the wireless transmissions of the Tachikomas from Ghost In The Shell are rendered as teenage girl voices.
