Why was Looker amnesic in ORAS? Who was the person that Looker and Nanu teamed up with? Any more info on the fate of the world that Anabel came from in the RR chapter?

They just remove that side story entirely.
USUM for some reason felt the need to remove things just as it added, despite not adding much at all.

The entire Anabel and Nanu sidequest was simply made to throw a bone to the hoennbabbies that were crying about the battle frontier. It was never meant as a serious attempt at building lore.

RR merely confirms that there are an infinte numbers of universes, including but not limited to universes where Emerald is the canon storyline in Hoenn. Anabel came from one of those universes

Nah. If anything it's probably the RSE universe so Archie or Maxie likely achieved their goals there given RR

So that's it probably. He was just investigating about a syndicate and then got sucked into ORAS and other timelines before returning to USUM world.

But he seemed fine in XY and SM so I don’t really understand the timeline. He never mentions it when Annabel is also amnesic. I’m basically wondering How he got his memories back, etc? If he was a faller he’d definitely mention that in SM

Because he fell through a wormhole. All the Fallers - Anabel, Looker and Mohn - lost their memory. (The player, Lillie, Guzma and Lusamine didn't, probably because they used the power of Cosmog/Solgaleo/Lunala.) It's just a subtle foreshadowing of SM.

Yes, looker appears once in the main story ,and once with anabel in the postgame, both times very briefly

xy looker is a different looker that's why. one already existed in the universe (xy), the other one fell through the wormhole into it (oras, sm).
