It's literally irrelevant in that while yes it affects the challenge and (in Kanto) the ability to quickly train a new Pokemon up, there are many other aspects that factor in those things that people don't complain about because they aren't memes spouted on /vp/.
At the end of the day an enemy at a higher level than you and considerably higher than the wild Pokemon just means it's an increased challenge due to his higher stats, and that this isn't just some free exp for you to harvest but an actual wall you either need to strategize around or grind exp to win, you know like classic RPGs.
Giving an enemy trainer higher leveled moves or more Pokemon increases the challenge in the same way increasing their levels beyond the "curve" does, you just like to complain about the curve because people spout it as a meme.
Ironically, these trainer comparisons people post to argue for the meme show precisely what would happen if they were part of some "balanced curve", you'd just destroy them with no effort by just having more stats than them, trainers in gen 2 don't feature the most varied teams or best movesets, they do rely a lot on having a lot of stats to offer you a challenge, and the effort of training your Pokemon to conquer them OR to strategize well so you can get past them without grinding is part of the fun.
