Because fire had few resistances, and when it comes to fairy type Gamefreak threw all reasoning out the window to make the new apple of their eye type special. They were looking more at what types needed to be buffed than any lore. That's why they went for a "magic" type instead of anything else even though fairy type really doesn't add anything to any particular design that normal didn't already (just make it pink). Any Pokemon that doesn't fit the basic fairy mold probably didn't even need to be fairy and had a more fitting type anyway (Alolan Ninetales should've been ice/ghost).

By that logic a larger fire will absorb a smaller fire, water will absorb other water, you can break steal with other steel, if you overwater a plant it will rot, if you throw a plant at a different plant you will break the other plant etc.
