Cubone doesn't learn it, only Alolan Marowak. And Marowak can only learn it through the move reminder which is at the end of the game.

I got the fucker on the second island and I can't get my ghost stab move until move tutor. He can't even learn shadow claw

I don't get it; I was certain it was a mistake from replacing one of marowak's moves with shadow bone and forgetting about the evolution, but they couldn't have missed it twice, could they?

Also, why put the move reminder so far in anyway? Is right before the Elite Four the farthest its ever been?

Move deleter and move reminder should just be merged into a single recurring NPC on every Pokemon center if gamefreak was interested in making good design choices.

They did the same thing with Golisopod and Razor Shell, who knows what they're thinking. The move reminder can teach moves from higher levels now too, I assume they thought it would be broken to put it earlier in the game.

not sure exactly, but i'd imagine it doesn't require too many of the stickers. looking at the levels of all the totem gifts, it's the second lowest one, so it should be the second reward.
