When he invaded Aether Paradise and turned it into the RR base using Ultra energy, the team leaders just were just kinda teleported there, and he gave them their own rooms. They were kinda like glorified body guards, though based on where Ghetsis was located, it looked like he was the only one who was interacting with Giovanni.
