I'm not so sure of the popularity in the West except Deicdueye is still the most popular with the overall fanbase while Primarina was competitively. I don't know if the latter will change with Incineroar being buffed though.
But as far as media goes, Popplio/Primarina is by far the most ignored. Rowlet and Litten both get to be major pokemon in the Ashnime and manga, Decidueye gets Pokken and Incineroar has a movie. Their lines also appear in USUM as NPC pokemon. Meanwhile Popplio's line is almost never anywhere to be seen, at best getting some of the same merchandise as the others and having a more minor role in the Ashnime.
Incineroar is definitely eclipsing Decidueye in official attention overall though.
