Emboar is hated because it's the third Fire/Fighting starter in a row and inferior to both Blaziken and Infernape. It's slow and it can't take hits very well. If it wasn't Fire/Fighting and just pure Fire or Fire/Dark like Incineroar, it probably wouldn't get as much hate.
