Heatran is the only counter in OU, but that's what the other 5 team mates are for.

And neither Tyranitar nor Lando-T can switch into Devastating Drake.

Gliscor is a better user of the move. Lando-T has 4MSS issues and lack of recovery. Gliscor can just run EQ/U-Turn/Roost/Defog and work fine.

And yet basically all of them stayed in OU while some even dropped to UU.

The problem isn't that they're not broken, the problem is that OU is Ubers-lite and UU is closer to OU (by gen 6 standards).

Xurkitree lacks speed. Naganadel not only is among the fastest mons in OU, it also has Beast Boost on top of it.
It also forces switches like crazy so it has many opportunities to use Nasty Plot and after that it's pretty much gg against most teams.

And if you're thinking "but Ice Shard!" that's what Lele is for.

This set has very few answers and easily snowballs out of control after scoring a KO. It's not very bulky, but Dragon/Poison has many resistances so the opportunities to come in and set up are plenty. Bonus points for giving zero shits about fairies thanks to its Poison STAB, Fire coverage (for Klefki and M-Mawile) and speed.

Defog Gliscor isn't going anywhere, because it's really really good.

Unlike Lando-T, Gliscor is virtually immune to status, hazards (thanks to PH cancelling SR damage) and has reliable recovery.

Lando-T will still be used for the things it's good for but if you need a reliable defogger Gliscor is miles better.

With Life Orb, HP Ice has a 100% chance to OHKO any Lando set up to max HP 40 SpD lando-T. You've got a point with Toxapex, but Nasty Plot and Thunderbolt are both options, and Pex doesn't really do anything to it other than maybe getting a Scald burn.

If it's life orb then it'll whittle it down pretty quickly.
If it's anything else then it'll whittle it down slowly, set up toxic spikes, and just keep recovering until one of them is forced out from chip damage (Naganadel) or losing too much PP (Toxapex).

Toxapex can heal. Naganadel can't (or at least probably won't, since Roost would be a niche option at best).

4MSS is a thing for a reason, it is indeed a downside if the set feels incomplete. Defog Lando-T is going to miss a move that makes its other sets notoriously hard to deal with, wether it's Knock Off, U-Turn, SR or something else.

Gliscor on the other hand has everything a defogger could wish for without compromising the rest of its moveset.
