Psychic powers open up a lot of possibilities. On the one hand you will find a lot of truly nightmarish acts committed by those with the power who abuse it in "creative" ways, in their quest to become highly intelligent. They throw away any sense of compassion because it interferes with cold logic and objective reality and fact-gathering. They will hurt others if they can get away with it, either because they do not care or because they seek to learn or experience something from it. But they do not allow any vague concern for others to dictate their mind.
On the other hand you get the other kind of psychic, ones like Gardevoir who use their psychic abilities specifically TO BE empathetic. In fact, the most moral and compassion creatures WOULD be psychic, because they can read minds and detect emotions. Their brains would harbor a complex emotional center, and they would go through deep emotional experiences that we couldn't even understand.
Humans generally tend to think that animals' feelings are less complex than our own. That's how this kind of psychic being would view humans. Their capacity for "humanity" and complex emotions would go beyond that of humans.
The Latis are obviously at least the second type. But y'know, as something becomes increasingly intelligent, its personality becomes more nuanced. You generally get more layers as you go up. Thus, selfless and genuine compassion and homicidal cold-blooded psychopathy can be found in one person, sometimes acting simultaneously, despite seeming contradictory. My point is that the Latis are empathetic, but might also be heartless at the same time.
