Arceus doesn't have any canon power feats, he's only shown to be a creator God, not Omnipotent or anything. I'd argue that Mega Ray, Ultra Necrozma, Zygarde Complete, or the Original Dragon are the canon strongest.

Mega Rayquaza is the strongest pokemon BST wise, mega evolves when people are praying to it, actually has a religion dedicated to it in-game who call themselves lorekeepers. It's the only true god.

Pokemon doesn't have a lot of lore that's explicit. People are going to make assumptions, especially if you start comparing between different gens. I don't know much about the lore behind Ultra Necrozma, but compared to the others, Dialga and Palkia probably have the strongest explicit feat in the series. People naturally assume Giratina is on par with them even though it only just kidnapped Cyrus. People also naturally assume Arceus, as the master of the creation trio, is stronger than a member of the creation trio.

That's It's only power, really: Material Creation.
So if you need something created It's your guy, And that's a pretty broad hammer to treat everything like nails with.

But it does have it's limits. He delegated to a pantheon for a reason.

Almost nobody in-series knows Giratina exists.
The Sinnohans tried pretty hard to erase it from all records after it was banished. Even the Big Book of Totally Accurate Myths only mentions Arceus creating Dialga and Palkia.

Having just beaten the main story, I really do not understand why Necrozma belongs here. Arceus and the creation trio are actual devine creatures and Rayquaza is at the very least a saviour of earth with possibly the largest on-screen feats.
Necrozma is only given special treatment by the Ultra Recon Squad, who despite the fancy titles they give it, just treat it like a power source. Everyone else just sees it as a monster.

The point is, no one in the games feels the way.
A lot of Pokemon are treated as deities and gods in-universe (many mentioned in this thread) but the only people who revere Necrozma in any way use it as a lightbulb.
This all just feels like blown-up hype.

I think that's because the people who know about Necrozma also know about UBs and see it as another UB.

The island deities from Sun and Moon are self explanatory. Even if they aren't the most powerful they have their own temples and are literally worshiped.
In Delta Episode we see there's an ancient race of people that worship Rayquaza.
Word of the creation trio and Arceus are mostly buried in lost history but there is still evidence that they were regarded as devise beings through ancient logs and ruined temples.
