You'll see similar on most mega's besides the minmaxed ones like beedrill, I'm pretty sure m-garchomp has a +40 to SpA

Fire Blast off of 120 base special attack to hit the likes of Skarmory and Ferrothorn is certainly useful, though. The speed thing was obviously intentional.

Too bad they nerfed it's speed making it dead weight vs offense.
And regular garchomp with a life orb hits harder than it's mega on the physical side unless sand is up.

except garchomp already gets a 2hko with fire blast on them without investment (Need a nature that doesn't lower SpA for skarm) and mega evolving only increases the damage a bit, doesn't reach an ohko on either

Mega Garchomp is considered OU by the technicality that garchomp is ou, if mega garchomp was it's own pokemon, it would be BL (Too good for UU, but not good enough for OU), losing that speed is deadly, especially with the Tapus of Healthy Meta floating about

With Scizor it makes sense because it actually has decent coverage with technician hidden power, same for Marshadow since it can ohko lando-t with hp ice. Most Special attackers do not have the benefit of 90bp physical moves of every type, and most of the time the stuff with 4x weaknesses that would make the coverage worth using have higher physical bulk, meaning it'd be better to just run hidden power
