>>34218618It's still a bad idea to base a pokemon's evolution on where it's located in in its original game. Just because Rufflet and Vullaby are lategame in BW, doesn't mean they will be for every subsequent gen, as we've seen.
It's not even that it's a huge problem, it's that Noibat has such TERRIBLE stats that it's a struggle to use it even early game. Rufflet and Braviary aren't as terrible, at least.
