Look. It would have been great if we could enter the golf course. But we need to remember a few key points.
Firstly, just because areas were modelled doesn't mean they were meant to be accessible. No, seriously. Some of this stuff is purely for visual purposes as it can be seen in the overworld without being accessible. In a previous thread like this I even saw people claiming the inaccessible farmland in the Paniola Ranch was "unused" even though there's nothing to do inside and it's clearly visible from accessible parts of the map anyway. Does this mean the golf course was never meant to be accessible? Not sure honestly, it depends how much of the model was produced. As I recall, in Sun and Moon only a small part of the model was beyond the player's field of view, which really doesn't imply it was ever meant to be accessible. It still probably should have been an accessible area in the game regardless.
Secondly, you know what other games have unused content and inaccessible areas? ...all of them, literally every single game ever made has content like this. Even the older Pokemon games! We've had inaccessible areas like Bill's garden, the blocked doors in the Pokemon Mansion in Sinnoh, the power plant and train stations in Kalos - okay, granted, a mysterious garden behind a house isn't anywhere equivalent to a huge great big power plant, but it's comparable to the trailer in the Pikachu paradise at least. There's also been loads of unused content in every generation of the game and plenty of unused rooms and maps too. Chalk it up to Game Freak's incompetance if you want, but this really isn't anything new.
