His end game was to create a world that he basically ruled over as a god by being the only person who had Pokemon in his possession. He has a god complex that is ultimately fueled by his inferiority complex. And even though he usually takes the more indirect route or approach (or he did in BW1 for most of the plot) he has the power to back up his ambitions, so he's not just all talk.
