Because the pokemon has no meaning in the world.
The last mythic Pokemon I got that had a connection to the world was Victini. It wasn't much, but at least I could fucking catch it, and in a lore relevant location.

Such a shame too. Every pokemon won't appeal to everybody obviously and there can be some reasonable critisms, but the way some people act over certain designs at times is hilariously excessive. Zeraora isn't my favorite pokemon, but I dig its design and animations
