It's at the end of the game because you can even learn moves of a higher level, it's worth it

Because there are a ton of Lv1 moves and other shit I could have used for the first 90% of the game?

Because you can't get level one moves, moves lsot before they were caught, or recovering moves you accidentally deleted.
If GF wasn't retarded, they would have put the regular move re-learner in Konikoni City or Malie city and had the special move relearner in the same place or in post-game areas
