Gamewise, it's casualization.
I mean, for fuck's sake, they don't even try to make them use Pokemon not found directly in the grass nearby and their levels are usually near the same as the Wild Pokemon.

because taking care of a lot of animals is hard and time consuming, and a lot of people arent out to become champs and shit like you are so they only really need one or two, and thats really all they can handle

There i a decent amount of regular trainers with two mons. But yeah, three or more is way to scarce.

That said I'm glad they let important characters have more than three mons max again, really bad move on Unova and Kalos. Also the game is probably the hardest pokémon game if you're playing without Exp Share, if you're concerned about difficulty.

Because if you don't use casual share you'll end up 20 levels behind the curve.

Exp share is actually a cunning way to dramatically reduce the number of pokemon you battle in the story while still providing the same amount of exp.

Honestly, trainers having lower than 6 Pokémon wouldn't bother me so much if they limited the amount you could use per battle.
Battling a trainer with 2 Pokémon? Choose 2 of your Pokémon to battle with.

Essentially the ruleset the animu uses.

My head cannon is that pokemon are animals and some people really do treat them as pets and not battle slaves. Pokemon food costs a ton of money and they all have different personalities. It's better to raise a select few rather than a few boxes full. Also free pokemon boxes don't exist you have to use space in a house or somewhere to store your pokemans.

If they have two pokemon, they win if they KO two of your pokemon (but you can still use all six).

It was, most trainers STILL only had 2-3.

Alola is undeveloped trainer wise, they didn't even get a league til recently.

Only skilled trainers or retarded scrubs like magikarp trainers have 4+

Not by much. Even in those games the few who had more than three that weren't gym leaders just brought multiple copies of the same Pokemon.
