Either level up, get a TM for thunderbolt or thunder (sadly they're somewhat lategame), or find the special move tutor that teaches Volt Tackle.

FYI the surfing Pikachu has 3 perfect I.V's so you could bring a Syncer to get a Timid HP Ice Surfing Raichu.

Clear the top score on all 4 Mantine Surf spots. It's worth it for in game since Boltbeam is solid neutral coverage.
