It's a huge pain to sit through the level up animation 30+ times after beating a level 100 Blissey. Why can't GF copy how Dragon Quest does large exp gainage like pic related?

Because for some reason they don't want it to end with a big dumb of level up moves all at once.

That still is better than watching your exp meter fill up and your stats go up 30+ times. There are monsters that learn multiple moves at a certain level like Butterfree learning 3 spore moves at level 12, so it doesn't make sense that they wouldn't implement a level up skip just because you'd get a barrage of level up moves.

The game should prompt you that your Pokemon looks ready to evolve so you don't get jewed on learning moves exclusive to their evolved forms and the level/move train can keep going accordingly.
