May is there to promote RSE games so she got Torchic (while Ash got Treecko and Brock got Mudkip) and then FRLG happened so they gave her Bulbasaur and Squirtle to promote those games as well because Ash's Bulbasaur can't leave Oak's lab for too long and Squirtle left to join the fire fighting squad.
