Realistically, would clearing the Hoenn Battle Frontier fully with shitty IVs be doable if I torture myself with Gen 3 EV training?
Since I have FireRed and Emerald to work with, I want to give it a shot and actually get all the Gold Symbols this time around.

Also, it seems like I don't get any special ribbons for clearing the whole facility, just the Battle Tower, right?

This. I got away with using one mon without perfect IVs, and even that one had two 30s and a 31 in the right places, with the rest in the 20s. All of his teammates, however, were 6 perfect 31s and EV trained.

Try to at least have perfect speed IV, as knowing whether or not your pokemon outspeed something is really important

I'll try for perfect speed at least. EVERYONE needing perfect IVs all around seems like BS though, since even going for 3 perfect IVs in Emerald is damn near impossible, and there definitely must be people who've cleared it naturally.

The AI in Gen 3 is pretty shitty as well, so trick banding and reversal strategies are working at its best.

Look up Werster, some nerd who cleared BF in 19 hours with RNG'd Swampert, Latios and Metagross. He did not even EV trained the Swampert properly because it was used to clear the game. All in all, you just need the right IVs in certain stats and you should be fine.

There are no ribbons for the other facilities, but you do want the gold symbols and gold/silver shields for your secret base, don't you? :^)
