Gamefreak has the power to say "no" to Nintendo if they don't agree with what their plan is for Pokemon. If Pokemon gets a negative reception because of a rushed game then that's a hit Nintendo doesn't want to take, especially after there's been a surge of popularity in the past few years because of GO/SM reaching out to a wider audience and getting them back interested in Pokemon. It needs to be a definitive game for the series that lasts at least 3 years since its now a console game and not a 3DS game, with the Switch Gen I don't see bi-yearly releases, each game will probably have to survive for 2.5-3 years because of the fact that Switch games are essentially double the cost of a 3DS game meaning less people will buy 3rd versions/remakes.
