In gen III before the physical/special split, Skarmory was amazing because its resistances were strictly special, which meant it could switch into all physical attackers with impunity. When physical fire moves were introduced it hindered Skarmory's ability to switch into all physical pokemon because it might eat a flare blitz and get OHKO'd. With the sole exception of Mega Aggron, no steel type has physical defense high enough that it invalidates their weakness. Their weakness invalidates their physical bulk. No steel type (aside from steel types with secondary types that make it neutral to fighting) can possibly afford to switch into a STAB close combat from an offensive pokemon for instance.
