I would kill for this to be true. Unfortunately, while I think you're right about the region and south Kalos being involved, I doubt that the games would be called Chrome and Rust, and I doubt that so much information would be available to anyone this early.

Affection is an easy mode single player only feature, Game Freak wouldn't force you to use it to unlock mega evolutions, an actual competitive feature.
