Marketable. It's pretty much a rule that only the base forms of the starters get to see tons of advertisement, while the final forms, well not so much. Also, Vulpix is Vulpix and Rockroff is an adorable pooch, it actually would have been odd for them not to try and use them as advertisement. Also the anime.

Well yeah I did say "not so much". They still get it, but not as heavy of there base forms. Probably should've added "as there first stages" to avoid some confusion.
