The thing that still perplexes me is that the new Ultra Beasts codenames that we had in the marketing made no appearance whatsoever in the actual games.

I think he means how the prerelease codenames that were used for UBs were used during the Looker quest but since that's not in USUM and their codenames were never mentioned then there was no reason to give them a codename.

Obviously not revealing the actual names was a way to drum up hype/discussion. Also, I'm guessing future generations might use them in the lategame "go get VGC legal Legends/UBs" sidequests. Like an Interpol officer will say "The Ultra Beast codenamed Burst has been sighted in Route Blah Blah" and then you go catch it.

If you just run from both the game will continue to the RR cutscene and then you can go back to the capture location and soft reset for a shiny (you can tell they are still there by the music)

In a sense. In gen 6, the Mega evolution text was formatted as "The opponent's _______ started shining!", where the blank would be "Mega Ring" for the player and change for NPCs. For example, when fighting Maxie, it would specify his Mega Glasses. Those variables are still in the game, because Gamefreak is bad about cleaning up their code.

Other characters' Mega accessories are coded into the game but there's no way to obtain or use them. I don't know why people keep reporting and speculating on this like it's news though, they were there last gen too. And they'll be there forever because Game Freak is too lazy to remove them.
