A character is necessary if they elevate the plot or expand on the narrative and Yellow did by putting Green and Blue in mentor roles, developing their characters. She also allowed for the manga to introduce Pokemon on a main character's team that were often overlooked such as Rattata and doduo.

You know as well as I do that the anime is stale and silly because Ash never grows up. There's no reason to be invested because his arc is never going to conclude. Arguably the main reason PokeSpe is still fun is because each game release we move onto new protagonists.

The reason Sabrina, Lt. Surge and Koga are bad guys in the manga is because Red and Blue don't have any other Team Rocket members of note, which would have meant he would have to make your dreaded OCs to pad it out. The manga can't get away with leaving out as many details as the games can because its entirely story driven, so it needs people for the characters to fight and progress through (cont)
