basically, game freak draws these and then sends them over to creatures inc, who does the models, and then sends them to the anime's animators, who then uses the sheets as a reference
they might also be used for merchandising but don't quote me on that
so if you complain about proportions of the models, go whine at game freak because the modelers base their models off these drawings
