Heres a tip:
From gen 3 onwards, the final form is usually the more "realistic/monster-like and detailed" design with a similar palette. Whereas the previous stages are less detailed and are more chibi-like. Design the final stage first, then make the pre evo as simple and childlike as possible.

Bulbasaur at least follows a theme of 2 species growing up together. an animal and a plant, you can't make a half-plant-half-animal suddenly turn into a wrestler or a magician or clown or anything that stupid to please your shit-tier standards and taste.

Actually he likes Venusaur. In an interview where he was asked about his favorite Pokemon he mentioned Venusaur the first before saying the infamous "it's too hard to draw". (i'm on phone, hopefully someone link to that Japanese website with the interview)

He likes Venusaur but he either have shit tastes when it comes to designs or he just loves to make Venusaur less appealing in every possible way to push away children from liking it.
