Absol can learn Future Sight for lore reasons, and again, Psycho Cut. It does also get a few vague Psychic moves.
I don't think there need be an explanation, but if you want one, the beast it's based on is often depicted with a third eye. (The black yin-yang dot on Absol's head is a nod to this) So that might be why.
Spinda because it is dizzy, quirky and confused. Psychic abilities just kind of fit its whole vibe, even if it's not Psychic.
