This. He just sees that the protagonists seem to be able to unlock potential in their Pokemon, which aligns with what he needs. That said, there's no real reason for him to go against the protagonists in an antagonistic way because of new mechanics always working in favor of the player, which he will always show interest in.

There is one episode of Pokemon where Meowth offers Colress a position in Team Rocket but declined

I really wish he stayed around. Perhaps they can make an episode where he's recruited to Team Rocket and will appear in Alola,

This is Ghetsis we're talking about. I half-expect him to have gone insane after getting back to his own world, rambling about how he doesn't give a shit about the current world because there's an entire universe for him to conquer. Then he gets overthrown while trying to figure out how to get back to the multiverse.

When Steven appeared in the ME specials, he was pretty diffrent from the time he appeared in that one Advanced episode, so if they appear, I expect them to have more resemblance to their game counterpart.

He didn't deal with Colress until BW2 and for all we know, Colress uses his own PC storage system so the Plasma hack wouldn't have hurt him. Colress is bidding his time to remove him from power.

His design is based off the Plasma grunt outfit and so they wanted to show him in a non Plasma design now that they're gone.

You're implying that his current design isn't great too. The water inside to cool it down is an ingenious design choice for the warm Alola region and he makes anything look good.
