Because it isn't broken for fucks sake. It is very good, and provides excellent role compression, but it isn't unplayable. Rocky helmet/defensive gets worn down very easily, swords dance is easy to revenge kill because of sub-optimal speed tier, choice scarf mainly u turns out with the occasional explosion, and rock polish + 3 moves is pretty weak after the inevitable z move. The fact that it is common means that there are no other pokemon in the tier with landorus' specific set of skills to replace it. Greninja (both) is more cancerous than landorus.

you dont need to dedicate an entire mon to it. hp ice on one is fine enough and it's prone to die from chip damage here and there as it has no recovery other than leftovers and wants to switch in a lot

Naganadel restricted teambuilding and made it a game of attrition, not skill.

Landorus-T may be the most overused Pokemon in OU, but it has so many viable sets that there are countless Pokemon that can counter or check any of them. Not one set is too centralizing or OP that it forces people to carry a specific Pokemon or set to counter it.

While Speed Boost is only broken on Blaziken (and not, for example, on Ninjask) why can't the combination of things be banned instead of the mon itself? No ban for the ability, no ban for the Pokémon, just ban the combination. Problem solved, everyone's happy. I read somewhere that they were against "complex" bans but I never read an actual reason that had some sort of meaning.

It gets absolutely no recovery, and there are enough Ice and Water types being used offensively now that it's not impossible to beat. Because it was popular, and it's noticeably worse without that ability.
I don't think there's too many mons that are defined by their ability although Lando-I comes close. If we only apply this to ubers it's not too much. That, and I really like Blaziken so it's unfounded fanboyism in that regard. But it'd bring variety which is never bad.
