Yes. If you go to the GTS and select the option to filter out Legendaries the UBs stop showing up. So they are Legendaries.

From the main Pokemon worlds' perspective: yes, because they are mysterious, powerful, rare, and will only show up due to the actions of Legendary Pokemon (Necrozma or the Cosmog line creating wormholes).
From Ultra Space's perspective: no, because they are ordinary and common.

Marketing perspective:
So far, no, because USUM marketing made a distinction between finding Ultra Beasts and Legendary Pokemon with Ultra Warp Ride.
Game mechanics perspective:
Yes, because they have the same flag as "lesser" Legendaries like the 580 BST trios, the genies, Regigigas, Tapu, and Heatran.

There isn’t a single city in the game that has any kind of legend about them for them to even be legendary.

Sub legends. But since Gen 7 really washed up what truly "defines" a legendary since legendaries can now evolve and some have stats that are below a 600 BST I would just say leave them their own class, Ultra Beasts. They do have similarities with normal sublegends but also a lot of things going for them that make them similiar to normal strong Pokemon.

But in the universe that matters they aren’t. There is zero lore and so you can’t classify them as legendary. It’s like finding a new species of animal.

No they aren't. They are normal life forms in their worlds, the dex specifically says this. Only to us they seem otherworldy and extemely powerful.

They're collectively part of the legends of Ultra Wormholes. In the anime, the original 7 even appear in ancient depictions of battling the Tapu.

I say they're Legendary as a group, but individually only the Cosmog family are Legendary UBs and Necrozma is a Legendary sort-of-UB.

I don't recall Volcanion or Marshadow having any particular lore in-game
I also to this day don't recall the legendary birds having any in-game lore besides just being powerful birds that roam around

In LG/FR throughout the game, trainers talk about myths involving the legendary birds. For example, in Blane's gym, there is a trainer that you can talk to after you beat him, and he tells you the story about how Blane was trapped in the mountains, but a fiery bird saved him. You can also see articuno through binoculars. They have lore, it's just not involved with the main plot of the games.

They're legendary in the same sense that the lesser legendaries are. Ones like the birds, the beasts, and the Regis. Their stats are definitely comparable, and they're seemingly elusive. At least to us, even though they're commonplace in their own worlds.

It doesn't take a big step in logic to say that all sub-Legends are Legends.

The sub-legend designation only exists to filter out those Legendary Pokemon that are too strong for battle facilities.
