I think they gave Team Rocket more Muks since it would be better nostalgiabait since almost every Muk trainer elsewhere had an Alolan one.

Personal bias aside it's objectively one of the more popular mons in the series.

RR didn't use weezing because game freak didn't put it in Alola, regional variant or otherwise. Wasted potential again.
