Nah Delibird can work as a lead with moves like Spikes, Rapid Spin and D.Bond. There are more gimmicky mons out there.

Competitively or design wise?
If the latter, Castform or Unown I guess.
Competitvely there's a few mons with a clear gimmick like Pyukumuku, Wobuffet, Smeargle, Zoroark... but some of these can perform pretty well.

This, any other answer is incorrect. You know you've created the gimmick to end all gimmicks when you need to program in special stat-gain rules specifically for it because its unique ability would break the game entirely if you didn't.
