Gen VIII comes out in 2018, in which case they only have the 2018 movie as a chance to use Zeraora, so it will obviously star in the movie alongside some Gen VIII mythical.
Or Gen VIII comes out in 2019, in which case they'll need to have Zeraora star in the 2018 movie as there's no other possible mythicals to use, and then the 2019 movie will just be the Gen VIII mythical.
