It seems fine enough, extremely easy to provide an environment, easy to contain said pollutants, easy way to dump some hard-to-deal-with waste, and definitely a viable way to earn some extra cash by making a new Safari Zone-style area with some now rare mons.

Makes sense to me, good worldbuilding/10.

There are no fire types that evolve during the day. You'd have a case for Grass or Normal though.

50/50 chance on Psychic, since espeon / chimecho.
Rock too, since Rockruff, Amaura and Tyrunt are also weird 50/50 split cases.

That said, Sableye is explicitly partially made of rocks and somehow dark/ghost despite doing nothing especially Dark, so... eh.
