Nothing whose body isn't literally made of visible boulders should have any business learning such a useful move, and yet the stuff that gets it is ridiculous: chansey? bibarel? skarmory? out of these only the last has SORT of a business getting spikes, but stealth rock is pushing it.
Having a hazard that hurts everything and cuts certain mons' HP in half wouldn't be a problem to begin with if the only mons you could resort to if you wanted to use it were Golem, Gigalith, Onix or such things, that are slow and predictable.
If all hazards and potential meta-defining moves (scald, toxic, knock off, earthquake, defog, aurora veil) were limited to mons that REALLY deserved to have them purely on a design basis, there would be barely any problem at all.
