Easily Penny. Napkin is waifu bait and full of spongebob's cum, and has low special defense. Chip is pretty good but very low defense and only decent speed hurts it. Penny is the patriarch decision due to having solid mixed bulk and decnt attack. Also Steel/Flying is god tier.
