Like, I wouldn't consider Steven to be the climactic battle of Emerald. To me, as awesome as Red was, it felt like an end-game thing, not the true climax of the game.
For another example, I see a game's climax as that point right when things start ramping up, like in say a Megaman game when you get to Wily Fortress stage 1.
