According to GTS filter (Legendary OR Mythical) they aren't, but according to game code that can never be seen in regular play they are. So yes and no.

I wouldn't mind it so much if it didn't have such an awful Gen V-tier color palette. In general though, I'm more open-minded towards Mythical designs, since odds are, I'll never actually see it in-game.

I like the design, but hate that Arceus has basically ruined all discussion of Pokemon lore because brainlets think it's meant to be the Pokemon equivalent of the Judeo-Christian God. I would say it paved the way for pantheonfaggotry, but that may have been the weather trio.
