You see, when Kyu-B's suspect test happened, everyone saw that base 170 Attack and STAB Outrage and proceeded to run a mindless Choice Band set on it because "MUH STRONGEST OUTRAGE IN THE GAME OMG SO STRONG!". There were no fairies back then so the move had no immunities and could be spammed with impunity, save for bulky steel types who could take a hit and either use it as Spikes fodder (Skarmory, Ferrothorn) or outright KO it (Scizor).
The thing is, this was a waste of Kyu-B's potential because its ACTUAL best set was the specially-based Life Orb attacker, just like in Gen 7 (Icium Z comes very close though).
That set had absolutely no safe switch-ins and was the absolute best wallbreaker and defensive core dismantler in the tier.
Almost everyone dismissed its "weak" base 120 SpA, STAB Ice Beam and actually solid special movepool (HP Fire for Scizor and Ferrothorn and Earth Power) and focused on its physical attack stat when its only viable physical moves were pretty much Outrage and Fusion Bolt. Well no wonder it was ineffective in a tier full of physically bulky steel types.
If people weren't so hasty about dropping Kyu-B and actually explored its options more deeply, there is absolutely no way it would have been OU in gen 5.
Towards the end of the generation people finally woke up and realized that Kyu-B in OU was a mistake but it was too late to fix the damage.
