You obviously do not know how Suspension of Disbelief works, since you think that this is something that'd apply to it. There's a limit to how far it can be taken and if GF would simply change the location or how the character looks it'd probably be easier to fit.

Lore-wise, it'd ruin the whole point of Delta Episode if Rayquaza just automatically knew Dragon Ascent and went on with its life without the need for the Protagonist or Zinnia to bother it.

Plus, now that Move Reminders can now teach you a Pokemon's entire move list without having to reach that level makes these move tutors even more unnecessary. Just make Sacred Sword, Dragon Ascent, etc. level 1 moves that need to be taught via a Move Reminder or something.

Of course, you'd still have random assholes giving away Prison Bottles and DNA Splicers, but it would be something. It seems like a third of all NPCs in these games now exist solely to teach moves or give items relating to Pokemon that most of the target audience will never see.

I'm not talking about an event for each legend, but like at least as I said before, an old in a cave that has all the items and another one that can learn shit to your legend mons. Would be impractical because not next to a PC, but at the same time, having to do something to unlock said items/moves would be rewarding.

Moves are a bit more touchy. Meloetta and keldeo ones were always retarded and dragon ascent should be part of rayquaza's level up moveset already.

Or maybe they could just add a very shady mysterious NPC that teaches/sells all of this stuff rather than distributing them among one hundred random dudes that have no business knowing any of this.
I guess the gracidea and meteorite can stay as their own things since those are common enough stuff.
