Solgaleo and Lunala are the only one which were used without being independant threats.
What does Solgaleo and Lunala even do except for opening le alien portals ? Nothing. They have literally NO powers over the sun and the moon. They only produces light, there is multiple Solgaleos and lunalas and they actually are cheap food for Necrozma, and evolves from a whiny baby mon.
They litterally are pathetic.
Weather Trio, creation trio and XY are obviously threatening because of their abilities.
Lugia and Ho-oh are "menacing" because they feel like the actual term for legends. They are rarely seen, and are closer to japanese kamis than anything when it comes to their place in the Johto region.
They may not have tremendous godlike powers (even if they sort of have them) but they are threatening because of the mythos behind them, and the religious place they occupy in their respective region.
The Tao Trio is sort of in between as they are both legends and representations of a philosophical and religious concept.
Solgaleo and Lunala feel like a misunderstood legend where people thought they were sun/moon emissaries while they are just aliens without any abilities except opening portals through dimensions.
