I like Buzzwole's design better. It actually looks too alien to be a regular Pokémon, like the UBs are supposed to, and looks cool as fuck to boot. Phero on the other hand is easily the most normal looking UB of them all and probably could have passed for a regular Pokémon.

Phero's world is more comparable to Kartana's, which has the short battles with the Kartenvoy trainers instead of the short rock puzzle.
Buzzwole's is more comparable to Celesteela's world, as they're both just straight paths to the creature.

Back when the Sun & Moon models first leaked, I couldn't make out her eyes(?) or mouth. Celesteela just looked like a gigantic ornament. The facial features do really go a long ways towards humanizing it and making it less alien.

cmon all UBs are good. Sun gets S W O L E, Stronger-Than-DeoxysA 0.1 mm Origami, and Ballio v2.0. Moon get's all the waifus, waifu cockroach, waifu rocket, and le rock onahole with legs.

Yeah I remember, the initial images we got were pretty low res.
The dots on Celesteela's head are intended to resemble Heian era painted eyebrows, Celesteela is one of the few designs in the series with no visible eyes on the model, along with designs like Xurkitree.

Come to think of it, it seems like most of the original 7 UBs lack eyes. Only Pheromosa and Guzzlord have recognizable eyes.

Kartana's yellow area is explicitly the eyes.
Buzzwole has turner's word to say he "imagines" that the top of the head is the eyes, but can't confirm due to future merchandising issues.
