The only, and I mean literally the only defensively oriented pokemon currently in BL is mega-slowbro.
as such there are a bunch of 'mons that are going to be virtually guaranteed to be stuck in BL. Well unless they somehow power creep things to the point bulky ou's start dropping, but until that point I can't see any way for him to leave BL other than getting buffed into OU
