Assumption: Ryuki WAS designed as a hint for a future Pokémon as OP suggested, but that Pokémon was ultimately redesigned so nothing became of it.
Support: Dialogue
His dialogue contains some awkward phrasing to allow for double-meanings and draw connections to Necrozma ("stuffed" was a bit of an exaggeration, but this is argued above).
Support: Philosopher's Stone
His design is made only of black, silver, gold and red, with the least black and the most red. These happen to be the colors of the four stages of the Philosopher's Stone's creation, red being its complete state, and - for some reason - of three of the four Necrozma forms. The Philosopher's Stone has long been speculated as a partial basis of Necrozma, but was inexplicably dropped as a theme with Ultra Necrozma.
